need to reattach Velcro to the vinyl. New vinyl is $140... might be worth just going there?

IME, most commercial places will charge you as much as that cover cost in the first place.

I'm getting ready to get my machine out and start working on my new RTT cover. It's not a kewl sewing machine, but I'll take a pass at stitching that up for you.

I'd have to dig it out and look at the model number but it's nothing special. Janome is the brand I think?
