Bee or Fly?

What is this? I thought it was a Bee when I took it, but I've been told its a Fly. Anyone know?

i dont know insects.. but looks like a bee to me.

Especially since it by a flower and not a sack of $hi#

There were sh1t Fly's on the tree too.
