I'm interested in the used set. I've always run cables, never actual chains, how easy would it be to cut those down for a smaller tire? Can you just hack out links and stick a quicklink in there?

Yep, exactly right... cut, weld, quick link... whatever you like.
Honestly the used set has multiple worn links... let’s say 20 bucks or a yummy 12 pack
