This one is unvented, but the instructions state that when using unvented infrared heaters the space should have natural or mechanical venting of at least 4cfm/1000btu’s

I just finished diving to the bottom of this rabbit hole. I like this style, but it's WAY too big for my garage. It's a great deal for someone with a bigger shop. I'm only about 750 sq/ft. This one is rated for 1,000-3,000 sq/ft.

I assume a regulator and thermostat and associated parts would need to be purchased to run this?
 
You’ll need a simple 120v or 24v thermostat to run it... or I’m sure you could just run an on/off switch if wanted.
Shouldn’t need a regulator unless you have a high pressure meter... minimum inlet pressure is .25psi (standard residential pressure) and maximum is .50psi.
