Toyota 02 toyota ifs noise

i have a o2 toyota tacoma
the problem is that the upper control arm blot were it goes through the frame is loose, moving in side of the mount. has any one had this problem before.
it makes noise when driving over bumps and turning. i have found that is were the noise is coming from so any idea would help.

Did you torque it back down? I think it is like 100 ft lbs.
