Anybody know flooring?

I have these diagonal planks, that I am coming to think are technically the subfloor. On top of that was installed a layer of what looks like asphalt paper, as a moisture barrier I assume, and then 1/4 ply on top of that before he finished it with stick-on tiles.

I was operating under the assumption that the ply was the subfloor and was going to replace it, but it's not, is it? That's just there to give the tiles something to stick to besides the barrier paper? I'm installing tongue in groove laminate planks, so I probably should just lay down new barrier and the laminate over that, yes?

I had the diagonal boards under the 3/8 hardwood in my sugarhouse gut job. I kept the diagonal then screwed down tongue and groove ply on top then did my 3/4 hickory hardwood on top with moisture barrier in between
