Change to ORV licence

I saw a thread on changing to an off road vehicle licence a few months ago and I am not having any luck finding it again. Can anyone direct me to it? (the search function doesn't seem to be working)

That one? a search on google found a quote in the SLtrib:

HB425 would allow people to drive street-legal all-terrain vehicles on streets and highways everywhere but Salt Lake County.
