Change to the vendors rules

Just FYI... there's been a change to the Vendor Rules which may prove to add some exciting topics.

Here's the Rules.

And the specific change-

* Paying Vendors are permited to post vehicle build-up threads outside of the Vendors Forums.

Any paying vendors will be allowed to post buildup threads outside of the Vendors Forum, in order to showcase their work & craftsmanship.
