I've been running Cibie E code housings with Narva H4 55/100's all on a Painless relay harness for over ten years now. Short of a heated LED setup (I would not run LED's that don't have something to melt snow and ice off them...), I think it's "the" way to go for a stockish upgrade. IPF's or Hella housings are fine too, I've seen plenty of them in use. Can't say the Cibie are any better or not, just that they had the supposedly best reputation at the time I bought them.
But to give an idea how much better than stock this setup is. Not long after making the change, I installed pair of KC Slimlite long range pattern 110 W lights on the bumper. With my Cibie/Narva/Painless headlamps on high beam, you could just barely, barely even tell whether the KC's were turned on or not. They were basically teats on a boar, with the good headlamps in place.
Later did a chicom HID retro on the KC's and made them actually useful.
But E code housings with a relay harness and good H4's is a good setup!
