yes he should be able to, thats all on his local machine...the DNS server is a good idea (do you know how to change that? if not its in your network properties -> TCP/IP Propeties -> then down at the bottom you can change your DNS server address). Also, go to DSLReports.com and run a check on your line, it will tell you what you can change to speed up your connection, one of the suggestions (MTU is usually one of them) may help your situation.

OK, I've done a little playing and your neighbor has Linksys BEFW11S4 V4 WAP :D let me see if I can figure the password (its not the factory one though :-\ )
