Cutting Exhaust Pipe

The last bit of the exhaust pipe on my 4runner hangs below the rear bumper. As a result of wheeling that part of the pipe has been pretty beat up. I'd like to cut the exhaust pipe a bit so it doesn't hang below the bumper. I'd also like to not have any issues with safety inspections. The inspection manual says reject if:

"Tail pipes do not extend beyond the outer periphery of the passenger compartment or discharges at any point forward of the passenger compartment or are severely bent or broken."

Can anyone offer any insight as to what the outer periphery means? Do they consider the cargo area behind the rear seats part of the passenger compartment?

The factory exhaust on our Montero is about 3-4 inches short of the rear bumper, I'm pretty sure if you trim yours down a bit you should be fine.
