Dodge/Cummins guys, Turbo??

My father-in-law has asked me to find a Turbo for him to get my brother-in-law for Christmas.
He has a 98.5 24v with mild injectors and exhaust. He was talking about buying either a Schwitzer (sp) or an Industrial Injections turbo. I know NOTHING about Cummins turbos. This is not a race truck, but more of a diesel hot rod for a 20yo. Easy install/bolt on is BEST!
So steer me in the right direction guys, what does he need??

HTB2 from High Tech Turbo (pretty much the same thing as Industrials turbos)and a down pipe for a Hx40. Just keep the compressor wheel on the smaller side or it'll be laggy.
