Interesting. He is restricting them from being able to "enforce California state law anywhere in his county", but in my experience with FS LEO's, they are generally most concerned with enforcing Federal Law, particularly those pertaining to their forest.

When local and federal law enforcement work together they are often sworn in across those boundaries. In northern Utah there is a task force (TF) called the Joint Criminal Apprehension Team (JCAT) that combines the resources of the US Marshalls and state and local law enforcement. The locals are sworn in to gain the ability to enforce federal law and the feds are sworn in to enforce state law. It gets pretty complicated as to why this is needed but there is a legal precedence to it. This protects both sides from running into issues later on in the court process and allows the locals to get the intel ability the feds have by offering the bodies that the feds often need to mount bigger manhunts. It is very common in law enforcement.
