GM TBI 200 RPM idle

I got my TBI running well, the timing is on, injectors flowing, new plugs, wires, cap/rotor etc. It revs smoothly and idles, but barely and at 200-300 RPM. I know the ECM controls the idle speed and that there's no manual adjustment without mods. I'm trying to understand how the ECM controls idle and why my idle is so low. It barely stays idling at 200-300 RPM and putting it in drive/reverse will kill the engine unless I apply some gas to make it idle around 700RPM. If I can't adjust the idle mechanically, what needs to be done to increase it? Do I need to pay someone to hook a computer to the ECM to do this or is there something I can do or have I missed something (is something wrong?)
