Good Emissions/Safety place to go?

im finally getting the 4runner road ready and I was wondering if you guys know of any decent safety/emissions shops that wont give me much guff about my 4runner?

also im not sure if it will pass emissions, so what is the right mix of alcohol and gas to put in?

Best give recommendations by PM, threads like these always tend to blow up when shop names are given. Lemme know what you find, I'm needing to get my Jeep inspected this month too.
