One thing if you are cutting your own make sure you leave enough so you are clearly legal. 17 and 7/8 is as bad as 6 inches both will get you in the same trouble. I believe most commercial versions target 18 1/2.

I've heard with the gun unloaded and bolt closed, stick a dowel down the barrel to measure.

My sheriff friend says it would be from the back of the shell (where the primer is in the brass) to the tip of the muzzle. But as stated, leave extra.
