Power Steering question

I have a Samurai with a rebuilt Toyota Cressida steering box with an oil cooler coupled to an AGR power steering pump. I seem to be sucking air in the system. After numerous bleed sessions, it still complains. My real question; if there is no apparent oil leak, can the system still be taking in air? How do I isolate the air leak? Could my box have a problem (I rebuilt it myself)? What do I look for?

Any help would be appreciated.

Per AGR instructions; cycle the steering wheel 20-40x with engine off until no bubbles or foam appear in the resevoir and fluid levels are stable with no leaks. Then start the engine and let it run for 2 minutes, then test cycle the steering.

do the same thing you did but with the engine running....thats how I have always done it and it has worked flawlessly...
