Salt Lake/NSL trails/watershed area

I was hiking around in the area above the quarry in NSL area and saw roads and trails all over the place, particuarly towards the Salt Lake side. It looks like all the access I could see was blocked, and even if it weren't, it looks like its all restricted. Does anyone know if there is access from somewhere, and if so, are the all off limits anyway? They look like they get used quite a bit, but maybe its just the utilities/watershed managment people.

I am pretty sure those areas are restricted to hiking and biking. I have biked around on those trails before. Many years ago they weren't blocked off but when all the developments went in recently they have been restricted.
