I am looking to bolt some stock seat belts up to a cage that prevously only had harness on it. Do i have to weld in a sleve where i drill through the tube or can i just drill a hole and bolt through.

Sleeve it. Or weld tabs onto the cage. That's how I did mine.

UNSTUCK

But stuck more often.
Welding in an insert will give the bolt a flat surface to come up against. This is much better then the curve of the tube for spreading the load. You will be able to get the bolt nice and tight without worry of it breaking or caving in the tube.
