SOMEONE PLEASE HELP!!!!!! TBI in 94 TJ

Ok so as some of you know I am doing a swap on a 94 TJ. I am taking out the 4.0 with the tranny and t-case and swapping in is a TBI 350. The 350 is already stand alone so that part is easy. I am using t th400 and np241 so other than speed sensor it should all go right in. I am building my own mounts and cross members. Now my big question... How do I drop the pressure down from 31 - 35 psi to the needed (roughly) 13 psi? anyone that could help me out would be great. I have some other concerns but this is the one that has me stuck right now. PLEASE HELP

I am just running the stock YJ (your '94 would be a YJ as well....TJ is coil sprung and are built from '97-'06) pump and the stock TBI system with a return line. I think my fuel circulates a lot but I haven't had any issues with the TBI. I think the TBI has it's own regulator just inside the throttle body.
