steering box issues

i have a 93 yj and whenever i turn left the steering box whines. I have a brand new ps pump and reservoir i am wondering if the steering box is going out and if so are they rebuildable? Any help is appreciated.

Most the time when I hear whining from the power steering it's low on fluid. Yes they are rebuildable.

it's not low on fluid that's the first thing i checked

Even though the pump is new it is not likely to be the steering gear itself.
Did you get all the air out when you installed the new pump? Cavitation? bad pump (I know it is new)? hoses too long or too small between pump and res?

I thought that sometimes the valve in the box could go bad thus making it easier or harder to turn a certain way and more noisy
