Toyota E-locker

I have a 2002 Toyota 4 runner with the locker. It does not seem to engage when I push the button. Is there something I need to do to get them to engage or is it broken? I was thinking of taking it out and putting it in my old 84.

Could I switch it so I can use it anytime?

There is a kit I believe that will alow you to use it whenever, but I can't remember the name. Also those little motor/actuator's on the e-locker will quit working if dirt or mud get's inside of it. Don't know if you can clean it or not. Good luck!
