what is this?

So i bought a new one of these

and under the column it has this.

It is wired into some of the column wires and then through a relay. I have no idea what it is or does, i suspect it to be helping cause an intermittent electrical problem i'm having.

as i said on the other forum it looks like a card key.

my friend had something like it before.you had to insert a card key befoer the engine would be allowed to start

Doesn anyone have a column wiring diagram for a 98 ZJ with 4.0? i want to remove it but i want to know what every wire there is supposed to be doing.
