Give me advice on getting my truck registered

Ok, so I'm going to borrow my buddies set of 31's to register. I have a new reservoir for the window washer fluid and other than that I think it should be legal but I figured I'd ask here.

Do the inspections places have a problem with suspension modifications? Does UT have any rules regarding bumpers or frame modifications? I'm getting ready to do a flat/tube bed on it but want to make sure I'm legal. I'll be incorporating some kind of cheesy removable fender flares and mud flaps into it.

Also, does the height restriction apply to the bottom of my crossmember or to the bottom of the frame? Thanks for the help guys!!!
Suspension shouldn't be a problem as long as you are within the legal height restrictions for your GVWR. The measurement is to the lowest part of your frame, not the crossmember. Bumpers need to be 4" or 4.5" tall (can't remember which) so this means most tube bumpers will not pass.

Hmm... What about a stock bumper that's cut in half and a winch thrown in between? LOL

I may need to booty fab something up quickly if there are bumper requirements. Why is Utah so freaking gay? California is nowhere near this strict and I thought it was a Nazi state.

Move to California then :)

Bumper must also be the full width of your wheel track so no stubby bumpers.

Nah, I escaped California hoping for more freedom and less bureaucratic stupidity. Maybe I should have moved to Idaho. :D

After reading through the rule book 99% of even modestly modified vehicles wouldn't pass at least one rule in there.

I may have to just tow everywhere which sucks since A) I don't have a tow rig or trailer and B) I don't have a house to store it all at yet.
