Wire wheel, then I just wipe everything down with either brake cleaner or paint thinner. Do this till you aren't getting anything coming off the metal on your rag.

I sometimes will scrape the rust off with a chisel first if needed before wire brushing. And I prefer wiping down with acetone or alcohol. Paint thinner can still leave a film. Brake cleaner has worked well in the past though, just expensive to spray all over. A gallon of acetone should last you for a long time. I am still on the same one here after years, and it gets used just about every weekend around my place.

I'll second the wal-mart .99 cent black. It works great. I've used others and always end up going back and touching up rock rash on everything more than actual wear of the paint. to prep.....spray with hose, wipe real good with rag, wire brush (only if you have to), wipe again, let dry, and spray away. 3 months later, touch-up your scuffs for only .99 cents!! why would you use anything else??:D
